The demonstration site for the “Thousand Counties, Ten Thousand Towns” initiative has been established at the Huicheng District Traditional Chinese Medicine Hospital.

On August 6, the signing and plaque‑awarding ceremony for the demonstration site of the “Thousand Counties, Ten Thousand Towns” program—featuring a three‑pronged sequential therapy for rheumatism and pain—was held at the Traditional Chinese Medicine Hospital in Huicheng District, Huizhou City. This marks another significant milestone in the implementation of the “Thousand Counties, Ten Thousand Towns” initiative, as high‑quality TCM resources for the diagnosis and treatment of rheumatic and painful conditions will now be further extended to the grassroots level in Huizhou.

Thousands of Counties, Ten Thousand Towns: Bringing High-Quality Project Outcomes to the People

The “Thousand Counties, Ten Thousand Towns Initiative” is a grassroots specialized‑care capacity‑building program launched by the Academician Liu Liang Expert Workstation, targeting medical institutions at the county level nationwide. Co‑established by Hunan Zhengqing Pharmaceutical Group in collaboration with Guangdong Provincial Hospital of Traditional Chinese Medicine and Hunan University of Chinese Medicine, the workstation leverages the combined strengths of Hunan and Guangdong in industry, academia, research, and clinical practice. Centered on Zhengqing Fengtongning’s three‑step sequential therapy for rheumatic and pain conditions, it has set up “Demonstration Sites” under the initiative in major hospitals across the country, helping these facilities develop specialized departments for rheumatic and pain disorders. The program further extends its reach to subordinate townships, establishing integrated healthcare networks dedicated to rheumatic and pain care, thereby enhancing the capacity of primary‑level TCM diagnosis and treatment and supporting the implementation of the Rural Revitalization Strategy and the Healthy China Initiative.

To date, the project’s demonstration sites have been established in nearly 50 locations, including Huize in Yunnan, Guidong in Hunan, Hanshou in Hunan, Shuangfeng in Hunan, and Jingxing in Hebei, and a sustainable, replicable, and scalable model for grassroots specialized care has gradually taken shape.

A distinguished gathering of guests has convened to jointly usher in a new chapter of specialized collaboration.

Li Yanping, Deputy Director of the Academician Liu Liang Expert Workstation, and Kong Deqiang, Project Director for the South China Region, joined Xiao Shuang, Party Secretary and Director of the Huicheng District Health Commission, along with Deputy Director Deng Junye; Huang Hui, Secretary of the Party Branch of the Huicheng District Traditional Chinese Medicine Hospital, and members of the hospital’s leadership team; as well as leaders and experts from the Huizhou Central People’s Hospital and numerous TCM medical institutions across all districts and counties of the city. All gathered on site to jointly witness this new milestone in the development of grassroots specialized care for rheumatic pain. The event was chaired by Associate Dean Zhou Minglang of the Huicheng District Traditional Chinese Medicine Hospital.

Xiao Shuang, Party Secretary and Director of the Huicheng District Health Commission, stated that the implementation of the “Thousand Counties, Ten Thousand Towns” initiative in Huicheng represents a significant step in bringing high-quality medical resources to the grassroots level. The health authorities will continue to strengthen policy support, leverage the leading role of demonstration sites, and extend their influence to enhance the capacity of primary-level medical institutions across the district and even the entire city in the diagnosis and treatment of rheumatic and pain-related conditions, thereby safeguarding public health.

In her address, Professor Li Yanping, Deputy Director of the Academician Liu Liang Expert Workstation, emphasized that Academician Liu Liang’s team has long been committed to advancing the modernization of traditional Chinese medicine. She expressed the hope that Huicheng District Traditional Chinese Medicine Hospital will seize the opportunity presented by the establishment of this demonstration site to further strengthen its talent-development system, expand the reach of its high-quality medical technologies, and ensure that the outcomes of the academician’s project are effectively delivered to the public.

On-site diagnosis to strengthen routine clinical application.

During the signing and unveiling ceremonies, Deputy Director Li Yanping and Deputy Director Deng Junye signed the cooperation agreement for the “Academician Project to the Grassroots” initiative; Director Kong Deqiang and Secretary Huang Hui jointly signed the cooperation agreement for the “Academician Project to the Grassroots—Thousand Counties, Ten Thousand Towns Program Demonstration Site.” Subsequently, Deputy Director Li Yanping, Director Xiao Shuang, Secretary Huang Hui, and other leaders jointly unveiled the demonstration site. With the plaque officially installed, the demonstration site was formally established at the Huicheng District Traditional Chinese Medicine Hospital.

Following the unveiling ceremony, the attending experts and leaders proceeded to the demonstration site for on-site technical guidance, where they inspected the setup of the dedicated diagnostic and treatment area, the mentorship procedures, and patient‑care workflows. They also engaged in face-to-face discussions with the hospital’s pain‑management staff, exchanging insights on clinical protocols and practical implementation tips, thereby laying a solid foundation for the routine clinical application of the therapy going forward.
