On August 13, Song Zhengrong, Vice Chairman of the Hunan Provincial Federation of Trade Unions, led a delegation to visit Zhengqing Group to conduct a special inspection on the progress of reforms aimed at strengthening the industrial workforce. The team gained an in-depth understanding of the company’s efforts to implement these reforms, including the cultivation of skilled personnel and the development of its workforce. Accompanying the delegation were Xiang Shouqing, Deputy Secretary of the Party Committee and Vice Chairman of the Standing Committee of the Huaihua Municipal People’s Congress, as well as Chairman of the Municipal Federation of Trade Unions; Zhang Meixiu, Member of the Party Leadership Group and Vice Chairman of the Municipal Federation of Trade Unions; and Peng Yi, Secretary of the Party Working Committee of the Huaihua High-tech Industrial Development Zone. They were warmly received by Xiang Weiguo, Chairman of the Supervisory Board of Zhengqing Group, and Qiu Qunying, Chairwoman of the Trade Union.

In the exhibition hall of the integrated formulation workshop, Xiang Weiguo provided a detailed briefing to Song Zhengrong and his delegation on the company’s development journey, its strategic layout in the traditional Chinese medicine (TCM) sector, and the achievements of its industrial‑reform initiatives. For more than three decades, Zhengqing Group has been deeply engaged in the TCM industry, leveraging local resource advantages, integrating industrial reform with production and operations, and establishing an internal talent‑development system. As a result, it has attained solid results in areas such as the training of industrial workers and the encouragement of employee innovation.

Subsequently, Song Zhengrong and his delegation conducted an on-site visit to Zhengqing University. Qiu Qunying reported on the enterprise’s distinctive highlights in industrial restructuring: a dedicated platform established under the framework of this reform, which comprises four specialized academies—Lean Manufacturing, Marketing Elite, Technological Innovation, and Competitive Symbiosis—investing over RMB 3 million annually in training. Leveraging a “online cloud classroom + offline provincial-level practical training base” model, the company implements tiered talent development. It has also established a dual-track career progression system for workers at four levels, introduced a cultivation approach featuring “master‑apprentice mentorship + three major training camps + integrated learning‑and‑practice,” and built a closed-loop “learning‑practice‑assessment‑competition” framework that rewards higher skill levels with greater recognition. In collaboration with educational institutions, the company has launched new apprenticeship programs and initiated the Youth “Green Vine Plan,” creating a comprehensive talent supply chain that spans from initial recruitment to systematic incubation, thereby strengthening the foundation of skilled personnel for the traditional Chinese medicine industry.

Song Zhengrong emphasized that the reform of building the industrial workforce is a major initiative personally planned, deployed, and advanced by General Secretary Xi Jinping. The CPC Central Committee and the State Council have successively issued specific reform documents and supporting policies, underscoring its profound and far-reaching significance. This reform is not merely the responsibility of management; it must reach the grassroots level and resonate with workers, closely integrating with compensation systems and employees’ career development. It aims both to consolidate the Party’s governing foundation and to empower enterprises to achieve high-quality growth. Drawing on her field research, she articulated three expectations for the industrial‑workforce reform efforts at Zhengqing Group and within the industrial park:
First, we will continue to deepen the implementation of industrial reform and, grounded in the traditional Chinese medicine industry chain, strengthen the cultivation of skilled personnel. Leveraging the existing talent-development system of Zhengqing University, we are cultivating a robust environment for the growth of industrial workers, unleashing the innovation and creativity of frontline employees, and ensuring smooth career pathways for skilled professionals. We are actively submitting applications for All-China Federation of Trade Unions–recognized employee innovation achievements, making full use of the “Workers’ Home” app’s online skills‑assessment platform, and organizing employees to engage in online skill‑development programs. Our goal is to establish a model for industrial‑sector reform in private enterprises, thereby empowering the high‑quality development of the traditional Chinese medicine industry with a highly skilled workforce.
Second, we will ensure that the industrial reform initiative truly takes root in people’s minds and hearts. Promote the extension of industrial reform from management levels to all frontline employees, ensure thorough communication and implementation of relevant policies, and enable the broader workforce to understand and actively participate in the reform. The outcomes of this reform should be reflected in improved employee compensation, enhanced skill development, and increased operational efficiency for the enterprise.
Third, leverage the agglomeration effect of industrial parks and coordinate efforts to comprehensively upgrade industrial restructuring within these parks. Huaihua High-tech Zone boasts a concentrated workforce and a high density of enterprises. It must deploy an integrated package of measures—political and ideological guidance, skills competitions, and initiatives to enhance employee competencies—while coordinating and advancing all aspects of industrial reform in a unified manner. By doing so, it will establish a benchmark for industrial reform within the park, leveraging tangible results in building a skilled and capable industrial workforce to drive enterprise growth, support the local economy, and improve the well-being of Huaihua’s residents.
This survey represents a comprehensive review of Zhengqing Group’s industrial reform efforts, while also serving as both a source of encouragement and motivation. Moving forward, Zhengqing Group will take this assessment as an opportunity to steadfastly implement and refine all tasks related to the reform of its industrial workforce, continuously improve its talent‑development and incentive‑growth mechanisms, and strengthen the enterprise’s internal drivers of sustainable growth, thereby contributing to the high‑quality development of the traditional Chinese medicine industry in Huaihua.
