Academician Project Goes to the Grassroots | The “Thousand Counties, Ten Thousand Towns” Demonstration Site Has Been Established at the People’s Hospital of Yindu District, Anyang City

To thoroughly implement the national policy of channeling high-quality medical resources to the grassroots level and continuously enhance regional healthcare capacity and standards, the signing and unveiling ceremony for the “Academician Project Goes to the Grassroots—Thousand Counties, Ten Thousand Towns Initiative” demonstration site of Academician Liu Liang’s Expert Workstation was solemnly held at the Yindu District People’s Hospital on the morning of January 22.

This event was chaired by Zhu Xiangfeng, Deputy Director of the Yindu District People’s Hospital. The core expert team included Li Yanping, Deputy Director of Academician Liu Liang’s Expert Workstation, and He Zhiguo, Project Director, along with Ma Xianfeng, a member of the Party Leadership Group and Deputy Director of the Yindu District Health Commission, and the Party Secretary of the Yindu District Medical and Health Services Group, Secretary of the Party Committee, Yindu District People’s Hospital Si Xiaojian, Group President Guo Hua, and heads of medical institutions at all levels across the region, along with key clinical personnel, attended the meeting.

At the outset of the event, all attendees watched together a promotional video for the “Thousand Counties, Ten Thousand Towns” initiative, gaining a clear sense of the project’s grand vision and profound significance in leveraging technology to strengthen primary healthcare and deliver widespread benefits to the people.

Subsequently, Secretary Si Xiaojian delivered a speech. He provided a detailed overview of the hospital’s development trajectory, the current state of its discipline-building efforts, and the achievements made in enhancing its service capabilities. He emphasized that this joint initiative to establish a demonstration site with the academician Liu Liang’s expert team represents a pivotal opportunity for the hospital to deepen its specialized capacity-building and address critical gaps in grassroots rheumatology and pain management. Taking this collaboration as a strategic lever, the hospital will prioritize three key areas: first, establishing a high-standard dedicated center for rheumatology and pain diagnosis and treatment, with comprehensive upgrades to clinical infrastructure; second, ensuring the effective implementation and application of cutting-edge core technologies to boost clinical efficiency; and third, leveraging the hospital’s role as a leading member of the medical consortium to drive coordinated development across all levels of healthcare institutions in the region, thereby bringing “academicians‑level” medical services into homes and benefiting local communities.

Project Director, Expert He Zhiguo, delivered a special address focusing on four core themes. He began by providing a detailed overview of Academician Liu Liang’s scholarly achievements and professional background, followed by an explanation of the original intent and progress of the “Academician Project to the Grassroots—Thousand Counties, Ten Thousand Towns Initiative.” This initiative seeks to bring cutting-edge medical resources and technologies down to the community level, addressing the challenges faced by local residents in accessing affordable and convenient healthcare. Through a case study of Hanshou County in Hunan Province, he presented concrete data and tangible results, demonstrating the program’s significant impact in enhancing the diagnostic and treatment capabilities of grassroots hospitals and improving patients’ healthcare experiences, thereby offering valuable insights for the development of our hospital’s demonstration site. Finally, Expert He Zhiguo outlined the strategic roadmap of the “Thousand Counties, Ten Thousand Towns Initiative,” articulating clear directions for future efforts in technology dissemination, talent cultivation, and research collaboration, instilling confidence among attendees regarding the prospects of this partnership.

Following the sharing session, the signing ceremony was officially held. Li Yanping, Deputy Director of Academician Liu Liang’s Expert Workstation, and Zhao Qingliang, Vice President of Yindu District People’s Hospital, jointly signed the “Cooperation Agreement on Bringing Academician‑Led Projects to the Grassroots Level” and the “Demonstration Site Cooperation Agreement for the ‘Thousand Counties, Ten Thousand Towns’ Initiative,” thereby laying a solid foundation for in-depth collaboration between the two parties.

Deputy Station Director Li Yanping delivered a speech, on behalf of Academician Liu Liang’s Expert Workstation, extending congratulations on the establishment of the demonstration site. He emphasized that the People’s Hospital of Yindu District, with its robust overall capabilities and advantageous geographical location, is an ideal choice for the project’s implementation, and expressed his hope that the two parties will work together to ensure that high-quality medical technologies take root at the grassroots level.

In his address, Ma Xianfeng, a member of the Party Leadership Group and Deputy Director of the Yindu District Health Commission, pointed out that Yindu District has established a three-tiered medical service network—comprising district hospitals, township health centers, and village clinics—but rheumatology and pain management remain weak links at the primary care level. The implementation of this project is a timely solution to these challenges. The District Health Commission will provide full‑scale support, helping the hospital develop a regional pain‑management center, promoting the decentralization of high‑quality resources, and ensuring that residents can access quality care close to home, shifting from “having access to medical services” to “receiving excellent care.”

Deputy Station Director Li Yanping, Secretary Si Xiaojian, Director He Zhiguo, Director Ma Xianfeng, and President Guo Hua jointly took to the stage to unveil the plaque for the “Academician Project Goes to the Grassroots—Demonstration Site of the ‘Thousand Counties, Ten Thousand Townships’ Initiative.” As the red ribbon was drawn back, thunderous applause erupted, marking the official establishment of the demonstration site. All the leaders and guests posed for a group photo, capturing this momentous occasion.

Following the ceremony, the attending leaders and experts, accompanied by hospital officials, conducted an on-site visit to the National Medicine Academy Workstation located in the second-floor outpatient area, as well as to the observation clinic and treatment room on the twelfth floor of Ward Building No. 1. They gained a thorough understanding of the specialized diagnostic and therapeutic zone’s planning and layout, facility configuration, and progress in its construction.

It is reported that, starting January 24, the hospital will conduct a three-day program featuring theoretical lectures and hands-on training on the “Rheumatology and Pain Triple Sequential Therapy,” helping medical staff rapidly master this core technique.
