On January 24, 2026, the inaugural meeting of the Hunan Provincial Rheumatology and Pain Specialty Alliance, together with the launch ceremony for the National Key R&D Program titled “Building a Specialized Model for Managing Rheumatic and Pain Comorbidities within County-Level Medical Consortiums and Demonstrating Its Regional Application,” and an exchange conference on the development of rheumatology and pain specialties, was successfully held at the Hunan Hotel. Attending the event were relevant leaders from the National Health Commission, Deputy Director Huang Sheng and Director Zhu Yi of the Hunan Provincial Administration of Traditional Chinese Medicine, Xia Xinbin, head of the Hunan Provincial Center for Health Reform and Development, Wang Guozuo, Party Secretary of the Second Affiliated Hospital of Hunan University of Traditional Chinese Medicine, and President Liu Chunhua, along with Vice Presidents Xie Haibo and Deng Guiming, as well as Wu Feichi, Chairman of the Zhengqing Group, among other distinguished leaders and experts. More than 150 representatives from member institutions across the province and members of the research project team attended in person, while nearly 1,000 participants joined online.
The specialized committee has been established, rallying diverse stakeholders around a shared consensus to tackle key challenges.
The National Key R&D Program, “Building a Specialized Model for the Management of Rheumatic and Pain Comorbidities within County‑Level Medical Consortiums and Demonstrating Its Regional Application,” was submitted by the Hunan Provincial Collaborative Center for Regional Development of the Traditional Chinese Medicine Industry. Led by the Hunan Provincial Research Center for Health Reform and Development, the project is advised by the expert team of Academician Liu Liang and involves collaborative efforts among 43 provincial, municipal, and county‑level medical institutions across 15 provinces nationwide. At the special committee’s inaugural meeting and launch symposium held on the morning of the 24th, the expert committee was officially established, and its membership list was announced. Dean Xia Xinbin presented the research plan and outlined the task assignments. Participants engaged in an in-depth discussion on the current state of rheumatic and pain diagnosis and treatment at the county level, the bottlenecks in standardizing specialized care, and strategies to address these challenges, thereby building consensus and clarifying the roadmap for implementing the project.
Project Launch: Tackling Pain Points in Primary Care
At the launch ceremony on the afternoon of the 24th, attendees jointly viewed a special video on the National Key R&D Program. Chairman Wu Feichi provided a detailed overview of the project, covering its background, objectives, and technical roadmap, emphasizing that the “three‑phase sequential therapy” would serve as the core approach to establishing an integrated, five‑pronged model for specialized department development, with the goal of ensuring that every county has a dedicated specialty and every township boasts a renowned physician. Dean Xia Xinbin presented the research plan and outlined the participating institutions, proposing a collaborative effort involving multiple stakeholders to develop a replicable and scalable framework for building grassroots rheumatology and pain‑management specialties.
A signing and certification ceremony for the project’s participating institutions was held concurrently on site. Dean Xia Xinbin, representing the lead institution, signed agreements with the relevant hospitals, while Chairman Wu Feichi and others presented certificates to the principal investigators, deputy investigators, and committee members.
In the presence of the attending guests, Secretary Wang Guozuo, President Liu Chunhua, Vice President Deng Guiming, Chairman Wu Feichi, Dean Xia Xinbin, and Professor He Xiaohong jointly pressed their handprints, officially marking the launch of the National Key R&D Program titled “Construction of a Specialized Model for Rheumatology and Pain Comorbidity within County‑Level Medical Consortiums and Its Regional Demonstration.”
The alliance has been established, ushering in a new chapter in the development of specialized disciplines.
On the afternoon of the 24th, Vice President Xie Haibo presided over the inaugural meeting of the Hunan Provincial Rheumatology and Pain Specialty Alliance. Secretary Wang Guozuo delivered a welcome address, and Director Zhu YI read out the relevant notice on the establishment of provincial-level TCM specialty alliances with distinctive strengths. Dean Liu Chunhua outlined the alliance’s preparatory progress and work plan, emphasizing that the alliance will operate under the guiding principles of “resource sharing, complementary strengths, and coordinated development,” and will establish a four-tiered collaborative platform.
Deputy Director Huang Sheng presented plaques to the alliance’s chair and vice‑chair institutions, while Alliance Chair Professor Liu Xiaolan, Alliance Advisor Professor Sun Shaowei, and Secretary‑General Professor Li Juan conferred plaques on the 30 council member organizations. In his concluding remarks, Deputy Director Huang Sheng emphasized that the establishment of the alliance is a key step in implementing the “Strong Province in Traditional Chinese Medicine” strategy, underscoring the need to effectively address shortcomings in primary‑level medical care and safeguard public health.
Exchange of Experiences, Building Consensus for Development
On that day, the specialized rheumatology and pain‑management development exchange conference was held as scheduled. Representatives from leading hospitals—including Guangdong Provincial Hospital of Traditional Chinese Medicine, Hunan Provincial Hospital of Traditional Chinese Medicine, Huaihua Municipal Hospital of Traditional Chinese Medicine, Hunan University of Traditional Chinese Medicine, the Academician Liu Liang Expert Workstation, and Shuangfeng County Hospital of Traditional Chinese Medicine—shared their invaluable experience in specialty development and clinical diagnosis and treatment. Experts engaged in in-depth discussions on topics such as the operation of specialty alliances and the clinical application of the “Three‑Link Sequential Therapy,” creating a lively and highly informative atmosphere. The event laid out clear practical pathways for enhancing the quality and efficiency of grassroots rheumatology and pain‑management care systems.
The successful convening of this conference marks a significant milestone in the development of rheumatology and pain medicine in Hunan Province and lays a solid foundation for the implementation of the National Key R&D Program. Moving forward, all stakeholders will seize this opportunity to unite their efforts, foster collaborative innovation, and advance the high-quality development of rheumatology and pain care, thereby contributing to the building of a Healthy China.
