The inaugural meeting of the Hunan Provincial Specialized Alliance for Rheumatic Pain and the launch ceremony of the National Key R&D Program were successfully held.

On January 24, 2026, the inaugural meeting of the Hunan Provincial Specialty Alliance for Rheumatic Pain, together with the launch ceremony of the National Key R&D Program—"Construction Model and Regional Application Demonstration for Specialized Care of Rheumatic and Pain Comorbidities in County-Level Medical Consortia"—and the exchange conference on the development of specialized rheumatic pain care, were successfully held at the Hunan Hotel. Attending the event were leading officials from the National Health Commission, Huang Sheng, Deputy Director of the Hunan Provincial Administration of Traditional Chinese Medicine; Zhu Yi, Director of the Department; Xia Xinbin, head of the Hunan Provincial Research Center for Health Reform and Development; Wang Guozuo, Secretary of the Second Affiliated Hospital of Hunan University of Chinese Medicine; Liu Chunhua, Director of the hospital; Xie Haibo and Deng Guiming, Vice Directors of the Second Affiliated Hospital of Hunan University of Chinese Medicine; and Wu Feichi, Chairman of Zhengqing Group, among other distinguished experts and leaders. More than 150 representatives from member units across the province and members of the research project team attended the meeting, while nearly 1,000 people participated online simultaneously.


The special committee has been established, bringing together multiple parties to forge a consensus on tackling tough challenges.

 

The national key R&D program, “Construction of a Specialized Model for the Joint Management of Rheumatic and Pain Conditions within County-Level Medical Consortia and Demonstration of Regional Application,” was submitted by the Hunan Provincial Collaborative Center for Regional Development of Traditional Chinese Medicine Industry. Led by the Hunan Provincial Research Center for Health Reform and Development, the project is advised by the expert team led by Academician Liu Liang and involves collaborative research efforts among 43 provincial, municipal, and county-level medical institutions from 15 provinces across the country. At the special committee establishment and kickoff seminar held on the morning of the 24th, the expert committee was officially established and its membership list was announced. Dean Xia Xinbin presented the research plan and assigned specific tasks. Participants engaged in an in-depth discussion on topics including the current status of diagnosis and treatment of rheumatic pain at the county level, bottlenecks in the standardization of specialized care, and strategies for advancing such efforts, thereby building consensus and clarifying the path forward for the successful implementation of the project.

 

Project Launch: Tackling Pain Points in Primary Care Diagnosis and Treatment

 

At the launch ceremony on the afternoon of the 24th, attendees jointly watched a special video on the National Key Research and Development Program. Chairman Wu Feichi provided a detailed explanation of the project—from its background and objectives to its technological approach—clearly emphasizing that the “three-step sequential therapy” would serve as the core component in building a five-in-one specialized care model, with the goal of ensuring that “every county has a specialized department and every township has a renowned physician.” Dean Xia Xinbin presented the research plan and information on participating institutions, proposing that the team would collaborate with multiple stakeholders to develop a replicable and scalable model for establishing specialized rheumatological pain care facilities at the grassroots level.

 

A signing and certification ceremony for the project’s member units was held simultaneously on-site. Dean Xia Xinbin, representing the leading unit, signed agreements with the relevant hospitals, while Chairman Wu Feichi and other representatives presented certificates to the chief investigators, deputy chief investigators, and committee members of the project.

With the witness of the attending guests, Secretary Wang Guozuo, Dean Liu Chunhua, Vice Dean Deng Guiming, Chairman Wu Feichi, Dean Xia Xinbin, and Professor He Xiaohong jointly pressed their handprints, marking the official launch of the National Key R&D Program project titled “Construction Model for Specialized Care in Rheumatic and Pain Comorbidities within County-level Medical Consortiums and Demonstration of Regional Application.”

 

The alliance is established, ushering in a new chapter for specialized development.

 

In the afternoon of the 24th, Vice President Xie Haibo chaired the inaugural meeting of the Hunan Provincial Specialty Alliance for Rheumatic Pain. Secretary Wang Guozuo delivered a welcoming speech, and Director Zhu Yi read out the relevant notice on the establishment of the provincial-level alliance of distinctive TCM specialties. Dean Liu Chunhua introduced the preparatory status and work plan of the alliance, emphasizing that the alliance will be guided by the principles of “resource sharing, complementary advantages, and collaborative development,” and will establish a four-tier coordinated platform.

Deputy Director Huang Sheng presented plaques to the alliance’s chair and vice-chair units. Professor Liu Xiaolan, Chair of the Alliance, Professor Sun Shaowei, Advisor to the Alliance, and Professor Li Juan, Secretary-General, presented plaques to the 30 member units of the board of directors. Finally, in his speech, Deputy Director Huang Sheng pointed out that the establishment of the alliance is an important step in implementing the “Building a Strong Province in Traditional Chinese Medicine” strategy, and emphasized the need to effectively address the shortcomings in primary-level medical care and safeguard the health of the people.

 

 

Exchange of experiences, fostering consensus for development.

 

On that day, the exchange conference on specialized construction for rheumatic pain management was held as scheduled. Representatives from benchmark hospitals—including Guangdong Provincial Hospital of Traditional Chinese Medicine, Hunan Provincial Hospital of Traditional Chinese Medicine, Huaihua Municipal Hospital of Traditional Chinese Medicine, Hunan University of Traditional Chinese Medicine, Academician Liu Liang’s Expert Workstation, and Shuangfeng County Hospital of Traditional Chinese Medicine—shared their valuable experiences in specialty development and clinical diagnosis and treatment. Experts engaged in in-depth discussions around topics such as the operation of specialty alliances and the clinical application of the “Triple Sequential Therapy.” The atmosphere at the conference was lively and packed with practical insights, clearly outlining a path forward for enhancing the quality and efficiency of grassroots rheumatic pain diagnosis and treatment systems.

 

The successful holding of this conference marks an important milestone in the development of rheumatology and pain specialty care in Hunan Province, and also lays a solid foundation for the implementation of the National Key Research and Development Program. Moving forward, all parties will take this conference as an opportunity to unite their efforts, foster collaborative innovation, and promote high-quality development of the rheumatology and pain specialty, thereby contributing to the building of a Healthy China.
