Academician Program Goes to the Grassroots | The “Thousand Counties, Ten Thousand Villages Plan” Demonstration Site Established at Helan County Traditional Chinese Medicine Hospital

On the morning of December 23, 2025, the signing and unveiling ceremony for the Academician Liu Liang Expert Workstation and the demonstration site of the “Academician Project to the Grassroots—Thousand Counties and Ten Thousand Villages Initiative” was held at the Hailan County Hospital of Traditional Chinese Medicine. Li Yanping, Deputy Director of the Academician Liu Liang Expert Workstation, and He Zhiguo, Project Promotion Director, Ye Dan, Secretary of the Party Committee of Health and Health Affairs of Yinchuan City, Ma Hao, Deputy County Mayor of Helan County, and Xin Lihua, Director of the Helan County Health and Health Bureau, attended the meeting. Also in attendance were heads and key personnel from various member units of the Helan County General Hospital of Medical and Health Services. The meeting was chaired by Fan Wenhui, President of the Helan County Hospital of Traditional Chinese Medicine.
Ma Hao, Deputy County Mayor of Helan County People's Government, delivered the opening remarks, emphasizing that the workstation plays a crucial role in bringing high-quality medical resources down to the grassroots level and enhancing the capacity of primary-level traditional Chinese medicine services. Subsequently, Shao Wenchao, Secretary of the Party Branch of Helan County Hospital of Traditional Chinese Medicine, provided an overview of the hospital’s development.
During the event, the Academician Liu Liang Expert Workstation signed a “Cooperation Agreement on Academician Projects at the Grassroots Level” with the Health and Health Bureau of Helan County, and also signed a joint construction agreement for the “Thousand Counties, Ten Thousand Villages Initiative Demonstration Site” with the Helan County Hospital of Traditional Chinese Medicine. Secretary Ye Dan emphasized that the workstation should truly play its role in technological leadership and talent development, enabling local residents to enjoy high-quality TCM services right at their doorsteps. Deputy Director Li Yanping stated that they would systematically promote the “Triad Sequential Therapy for Rheumatism and Pain,” providing technical training and on-site guidance through巡诊 (mobile medical consultations) to help Helan build a specialized department with distinctive features. Subsequently, Deputy Director Li Yanping and Vice County Magistrate Ma Hao jointly unveiled the plaque for the demonstration site, marking the entry of Helan County’s specialized department for rheumatism and pain into a new phase.
This collaboration will take the Helan County Hospital of Traditional Chinese Medicine as its hub and gradually extend appropriate technologies to grassroots medical institutions, thereby establishing a tiered diagnosis and treatment network for rheumatic diseases and pain management at the county level. This initiative will enhance the accessibility of TCM services and contribute to the development of “Healthy Helan.”
