On August 24, 2025, the on-site exchange event for the demonstration site of the "Thousand Counties, Ten Thousand Towns Plan," featuring Academician Liu Liang's expert workstation and the Rheumatology & Pain Triple-Sequential Therapy, was grandly held at the Integrated Traditional Chinese and Western Medicine Hospital in Weiyuan County. Attending the event were Academician Liu Liang of the Chinese Academy of Engineering, who personally provided guidance on-site; Kang Jianguo, Deputy Secretary of the Weiyuan County Party Committee and County Mayor; Chen Hairong, Deputy Director of the Municipal Health Commission; Fan Zhenpeng, Member of the Standing Committee of the County Party Committee and Head of the County Publicity Department; as well as county leaders including Chen Rui, and Wu Feichi, Director of Liu Liang Academician Expert Workstation and Chairman of Zhengqing Group—also the co-building unit of the workstation. Zhengqing Group played an active role throughout the event’s preparation and implementation, helping to establish high-quality traditional Chinese medicine technologies firmly at the grassroots level in Weiyuan County.

At the event site, all agenda items progressed smoothly, showcasing the unwavering commitment of government, enterprises, and medical institutions working together to bolster the development of grassroots healthcare. Kang Jianguo, Deputy Secretary of the Weiyuan County Party Committee and County Mayor of the County Government, emphasized in his speech that he looks forward to the Liu Liang Academician’s team generously sharing their innovative achievements, such as the Rheumatism and Pain Triple Sequential Therapy, to help achieve "full-area coverage" of advanced technologies across Weiyuan's medical facilities. Meanwhile, Zhang Yaohua, President of Weiyuan County Hospital of Integrated Traditional Chinese and Western Medicine, provided an overview of the hospital's development, while Vice President Wang Jianhui detailed the preliminary operations of the training base for the Rheumatism and Pain Triple Sequential Therapy, as well as the demonstration site under the "Thousand Counties, Ten Thousand Towns Project." Through a combination of theoretical instruction and hands-on clinical practice, the hospital has already begun cultivating a group of grassroots medical professionals who have mastered the core techniques of this therapy, laying a solid foundation for future community services.

Following this, attendees jointly watched the promotional video for the "Thousand Counties, Ten Thousand Towns Initiative," gaining a clear and direct understanding of the project's successful implementation and tangible benefits it has brought to communities across the country. He Zhiguo, Director of Project Promotion at Academician Liu Liang’s Expert Workstation, provided an overview of the initiative’s overall progress. He noted that, leveraging Zhengqing Group’s strengths in the industrialization of traditional Chinese medicine and its expertise in technology dissemination, the "Thousand Counties, Ten Thousand Towns Initiative" has already established model sites in Shuangfeng, Hanshou, and Guidong counties in Hunan Province. With its recent expansion into Weiyuan, the initiative will further strengthen its presence in Northwest China, helping more county-level residents access high-quality medical services right at their doorsteps.

The two core components of the event—unveiling the plaque and signing the agreement—marked the official launch of a new phase in the collaboration between Weiyuan County and the academician team. Academician Liu Liang, together with County Head Kang Jianguo, jointly unveiled the demonstration site for the "Academician Project to Grassroots Level—Thousand Counties, Ten Thousand Towns Initiative." Meanwhile, Wu Feichi, Director of the Academician Workstation, signed the "Cooperation Agreement on the Academician Project to Grassroots Level" with Chen Rui, Deputy County Mayor of the Weiyuan County People's Government. Additionally, Li Yanping, Deputy Director of the Workstation, and Zhang Yaohua, President of the Weiyuan County Hospital of Traditional Chinese and Western Medicine, signed the "Cooperation Agreement for the Demonstration Site of the 'Academician Project to Grassroots Level—Thousand Counties, Ten Thousand Towns Initiative.'"

Academician Liu Liang emphasized in his speech that the Rheumatism and Pain Triple Sequential Therapy, which integrates modern medicine with the wisdom of traditional Chinese medicine, is a clinically proven approach developed over an extended period. Relying on Academician Liu Liang’s workstation, the therapy remains firmly committed to implementing key policies such as the "Healthy China 2030" Planning Outline and the Implementation Plan for Major Projects on the Revitalization and Development of Traditional Chinese Medicine. The initiative aims to promote this therapeutic approach across county-level medical institutions nationwide, ultimately establishing specialized TCM clinics renowned for their expertise in treating rheumatic pain conditions. The workstation plans to jointly establish demonstration sites under the "Thousand Counties, Ten Thousand Towns Initiative" by carefully selecting 1,000 county-level hospitals nationwide. Through a model of "clinical mentorship + technical training," the initiative aims to cultivate grassroots Traditional Chinese Medicine professionals, while simultaneously spreading innovative, green, and highly effective specialized techniques to township-level medical institutions. By fostering this collaborative partnership, we hope to continuously enhance the capacity of primary healthcare services in Weiyuan County, expand the application of the Rheumatism and Pain Triple-Sequential Therapy to even more regions, and ultimately safeguard the health and well-being of people across the board.

After the meeting, Academician Liu Liang and his delegation, accompanied by leaders from Weiyuan County and representatives from the hospital, conducted an on-site inspection of the key department construction at the Weiyuan County Hospital of Integrated Traditional Chinese and Western Medicine. They provided guidance specifically to the upcoming Rheumatology and Pain Three-Step Sequential Therapy Clinic Area, emphasizing the need to align treatment processes with the actual needs of grassroots patients, thereby optimizing care delivery and ensuring that the therapy fully leverages its strengths: "simple, convenient, affordable, and effective."

As a dedicated pioneer in the traditional Chinese medicine industry, Zhengqing Group has collaborated closely with Academician Liu Liang’s team for over 30 years, consistently focusing on translating TCM research achievements into practical applications and promoting them at the grassroots level. Together, they have played a key role in formulating the ISO international standard for "Traditional Chinese Medicine – Qingfengteng," helped establish Zhengqing Fengtongning as a leading product for treating rheumatic diseases and pain, and actively supported the implementation of the "Thousand Counties, Ten Thousand Towns Initiative" at the county level. Guided by a commitment to driving innovation through technology and prioritizing services that improve people's livelihoods, Zhengqing Group is poised to leverage its robust industry chain advantages, ensuring that the innovative three-step sequential therapy for rheumatic and pain conditions reaches even more rural communities. Drawing inspiration from Weiyuan County as a model, the company will accelerate the nationwide rollout of the "Thousand Counties, Ten Thousand Towns Initiative" across Northwest China, thereby contributing significantly to bridging the healthcare gap between urban and rural areas and supporting China’s Healthy China strategy.
