Academician Project Goes to the Grassroots | The “Thousand Counties, Ten Thousand Towns” Demonstration Site Established at Xianfeng County Traditional Chinese Medicine Hospital

On April 23, Xianfeng County Traditional Chinese Medicine Hospital solemnly held the signing and plaque‑awarding ceremony for the “Academician Project to the Grassroots—Thousand Counties, Ten Thousand Towns Initiative” demonstration site. This marked the official establishment of the Liu Liang Academician Expert Workstation’s “Thousand Counties, Ten Thousand Towns Initiative Demonstration Site” at Xianfeng County TCM Hospital, injecting strong momentum into the enhancement of primary‑level TCM service capabilities and the high‑quality development of the hospital’s specialized department for rheumatic pain.
Tang Hongzhen, Deputy County Mayor of Xianfeng County People’s Government; Huang Jianbi, Party Secretary and Director of the County Health Commission; Hu Xiaoqin, Deputy Party Secretary and President of Xianfeng County Traditional Chinese Medicine Hospital; Li Yanping, Deputy Director of Academician Liu Liang’s Expert Workstation; Project Consultant Wang Xianping; Project Director He Zhiguo; along with other relevant officials, attended the ceremony. Key personnel from the county’s medical and health system also participated.
The ceremony was chaired by Director Huang Jianbi of the Xianfeng County Health Commission. Dean Hu Xiaoqin presented an update on the construction of the demonstration site under the “Thousand Counties, Ten Thousand Towns” initiative; Director He Zhiguo outlined the nationwide progress of the program, its core technological achievements, and plans for grassroots-level collaboration; and Deputy Station Chief Li Yanping stated that the demonstration site will fulfill the mission of “radiating to surrounding areas and serving the local community,” thereby helping Xianfeng establish an integrated traditional Chinese and Western medicine service system that links county, township, and village levels.
At the ceremony, Deputy Station Director Li Yanping and Bureau Chief Huang Jianbi signed the cooperation agreement for the “Academician Project to the Grassroots” initiative; Director He Zhiguo and Dean Hu Xiaoqin signed the cooperation agreement for the “Academician Project to the Grassroots—Demonstration Site under the ‘Thousand Counties, Ten Thousand Townships’ Plan.” Following this, the attending leaders jointly unveiled the plaque designating the demonstration site.
During the conference, a training session titled “323+” on the clinical practice and innovative applications of Miao and Tujia medicine in the treatment of rheumatic diseases was held concurrently, comprehensively empowering primary‑care health professionals and effectively enhancing their professional competence, thereby achieving the positive outcome of “training a cohort while driving progress across an entire region.” Following the training, the participating experts conducted an on-site visit to the demonstration site of Academician Liu Liang’s Expert Workstation, gaining a thorough understanding of the facility’s layout, equipment configuration, diagnostic and treatment workflows, and operational planning. Drawing on the realities of grassroots specialty development, they offered guiding recommendations and suggestions on standardizing the demonstration site’s operations, facilitating the practical application of advanced techniques, and strengthening talent cultivation.
This event has facilitated the precise alignment of high-end medical resources, empowering grassroots TCM professionals. Moving forward, the Academician Liu Liang Expert Workstation will continue to promote and apply appropriate TCM techniques, accelerate the training of TCM specialists at the community level, ensure that the academician’s research findings benefit local residents, and leverage the distinctive strengths of TCM to safeguard public health.
