Hunan Province's Innovation in Modern Chinese Medicine Manufacturing Processes

Central Work Conference and the First Academic Symposium

On October 19, 2025, the work conference and the first academic seminar of the Hunan Provincial Modern Chinese Medicine Pharmaceutical Process Technology Innovation Center (hereafter referred to as the Innovation Center) were held in Huaihua. Attendees included Liu Liang, an academician of the Chinese Academy of Engineering; He Zunqing, Deputy Secretary of the Huaihua Municipal Party Committee and Secretary of the Municipal Political and Legal Committee; Huang Xuehong, Vice Chairman of the Standing Committee of the Municipal People's Congress, along with other city leaders. Han Xiaobo, Vice Mayor of the Municipal People's Government, chaired the meeting. Also in attendance were Wu Feichi, Chairman of Zhengqing Group; Huang Yuming, Vice Chairman; Xiang Weiguo, Chairman of the Supervisory Board and Chairman of the Trade Union; Long Xianjun, Rotating President; and representatives and experts from the 14 co-building units of the Innovation Center (including universities, research institutes, and enterprises).

Conference venue

In the first phase of the meeting, Huang Yuming, the proposed Secretary-General of the Innovation Center, read out the proposed list of the Center Director, Executive Director, Deputy Directors, and Secretary-General. After being unanimously approved by applause from representatives of all co-establishing institutions, the core management team was officially confirmed. Meanwhile, Wu Feichi, Director of the Innovation Center, simultaneously announced the list of the Academic Committee, as well as the names of the specialized research centers and their respective sub-centers, thereby establishing a three-tier organizational structure encompassing "Management + Academics + Research."

 

The meeting featured a ceremony to present appointment letters: Huang Xuehong, Vice Chairman of the Standing Committee of the Municipal People's Congress, presented the "Director of the Innovation Center" appointment letter to Wu Feichi, Chairman of Zhengqing Group; meanwhile, He Zunqing, Deputy Secretary of the Municipal Party Committee and Secretary of the Municipal Political and Legal Committee, awarded Liu Liang, an academician of the Chinese Academy of Engineering, the title of "Director of the Innovation Center’s Academic Committee." By bringing together top-tier experts and leading entrepreneurs, the event injected authoritative intellectual support into the Innovation Center.

Secretary He Zunqing emphasized in his speech that Huaihua boasts abundant resources of traditional Chinese medicinal materials and carries the important mission of building the "Biopharmaceutical Industry Base for the Border Region of Hunan, Hubei, Chongqing, Guizhou, and Guangxi Provinces" and the "Southern China Medicinal Herb Valley." He expressed three key expectations for the innovation center: first, to focus on "technological breakthroughs," tackling critical bottlenecks in Chinese medicine manufacturing and transforming "high-quality herbs" into "premium products"; second, to foster "collaborative innovation," leveraging the strengths of university research, corporate market expertise, and government support to accelerate the commercialization of scientific achievements; and third, to closely align with "industry development," helping Huaihua's traditional Chinese medicine sector enhance quality and efficiency while contributing to the province's ambitious goal of cultivating a 100-billion-yuan-level TCM industry.

Academician Liu Liang offered guidance from an academic perspective, providing practical insights to bridge technology development at the innovation center with industrial applications.

Academic Seminar Offers Valuable Suggestions

The second phase of the conference featured the inaugural Academic Symposium of the Innovation Center, chaired by Wu Feichi, Director of the Innovation Center and Chairman & President of Hunan Zhengqing Pharmaceutical Group Co., Ltd. The symposium centered on "Inheritance and Innovation in Traditional Chinese Medicine," fostering high-level academic exchanges.

Academician Liu Liang

Academician Liu Liang delivered a report titled "Several Thoughts on Developing Innovative Traditional Chinese Medicine Compound Preparations Based on Time-Honored Classic Formulas," offering a theoretical framework and practical roadmap for the research and development of new TCM drugs from the perspective of modernizing these classic formulations.

He Qinghu, Vice Chairman of the Academic Committee and President of Hunan University of Chinese Medicine, delivered a report titled "Inheritance and Application of Time-Honored Prescriptions in Traditional Chinese Medicine," offering an in-depth analysis of the clinical value and industrialization potential of these classic formulas, thereby providing academic guidance for the development of traditional Chinese medicine resources in Huaihua.

Zhang Qiji, Secretary of the Party Committee at Hunan University of Chinese Medicine; Wu Xianjin, former member of the Party Committee and former Vice President of Huaihua University; You Pingnan, Production Director of Hunan Shidai Yangguang Pharmaceutical Co., Ltd.; Zhou Shasha, Clinical Medical Director of Tiandi Hengyi Pharmaceutical Co., Ltd., along with other attending experts, engaged in an in-depth discussion on two key report topics. Drawing from the realities of Hunan's traditional Chinese medicine industry, they explored issues such as "screening of time-honored medicinal formulas," "enhancing quality standards for Chinese medicines," and "establishing collaborative mechanisms for industry-academia-research translation." The experts put forward numerous recommendations that are both scientifically sound and practically feasible, providing valuable direction and reference for the innovation center's future research initiatives.

This meeting serves as both the "launching event" for the Innovation Center and the "battle conference" for Huaihua's traditional Chinese medicine industry. Moving forward, the Innovation Center will take this conference as its starting point to implement the three-year plan, deepen collaboration among industry, academia, research, and application, overcome critical technological bottlenecks, and drive Huaihua City’s TCM sector toward transformative growth—ultimately making a significant contribution to the high-quality development of Hunan’s TCM industry.
